Fire Safety and Design Principles

Personal Emergency Evacuation Plans (PEEPS)

On July the 4th 2025 the Government introduced The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025.

These regulations will bring forward the Grenfell Tower Inquiry’s recommendation that personalised emergency evacuation plans (PEEPs) should be provided for residents who would not be able to evacuate independently in an emergency ensuring they are identified and appropriately assisted. These new regulations are set to come into effect on 6 April 2026. 

This forms part of the Government’s wider building safety reform programme and are designed to strengthen resident safety. The government has also published guidance to support the implementation of these regulations.

These regulations apply to ‘specified residential buildings’ buildings in England that are:

  • High-Rise Buildings (HRBs) at least 18 metres or seven storeys high, or

  • Over 11 metres in height where a simultaneous evacuation strategy is in place.

The Regulations place a legal duty under the Fire Safety Order on the ‘Responsible Person’ (RP) to identify ‘Relevant Residents’. These are persons whose ability to evacuate during a fire could be compromised due to a physical, sensory, or cognitive impairment. This also includes circumstances such as underlying health conditions, pregnancy, or a short-term injury. Once a ‘Relevant Resident’ is identified the following 4 steps are then undertaken: 

  • If you are identified or self-identified as a ‘Relevant Resident’, an individual person-centred fire risk assessment (PCFRA) of your apartment will be carried out to understand your specific needs, requirements and identify any potential risks within your home environment.

  • Following the PCFRA, if you are identified as a resident requiring assistance, a Personal Emergency Evacuation Statement (PEES) will be developed in partnership with you. Each PEES outline:

    • How you will be alerted to a fire and/or emergency

    • The help or equipment you may need to evacuate

    • Who will assist you and how that assistance will be provided

    • A clear, step-by-step evacuation plan

  • All PCFRAs and PEESs are reviewed regularly, kept up to date, and stored securely. Where consent is provided, the information will be shared with the local Fire & Rescue Service and integrated into the building’s overall emergency evacuation plan including physical copies stored within the buildings secure information box (SIB) or premises information box (PIB) both commonly known as a fire information box.

  • Evacuation procedures will be available in accessible formats, where required, such as large print, Braille, or British Sign Language, to ensure all everyone can understand what to do in an emergency. We will regularly issue reminders to all residents that you can notify POD if you may require assistance when evacuating your building in an emergency.
